Thank you for your communication. We appreciate receiving information on failures to comply with conditions of development approval. The conditions of approval apply strictly to development of the Terra Sante project, in order to correct the mass grading conducted by the previous property owners under the Callamont project. We would be happy to share these conditions of approval with the community, and to review compliance by the developer.
Please understand that these are conditions of compliance established by the County (and in this case the community also as part of a specific plan), and to which the developer must comply. These conditions will provide for restoration and stabilization of the site, in conjunction with the construction of subdivision improvements. We recently investigated a complaint about Mount Rose Estates regarding mass grading, and found that indeed, required tackifiers were used to stabilize the site during phased construction.
We will pursue your complaint and report on compliance and progress. Any failure here is a failure of the developer to comply, once such failure has been documented in accord with the conditions of approval.

This was written by Washoe County in 2005. Over two years later see attached photos to see what has been done- nothing. This is just one reason we are mad as @$%& and not going to take it anymore. My emails to the county were not returned. We are forming a website and are banding together as a community to fight this type incompetence. I think you can see that this is one of the many reasons that we have completely lost faith in our county government. We request that this be a Galena CAB item for the November meeting and then hopefully for the Planning or County Commission.
Reynen and Bardis Communities recently purchased 394 acres of property previously owned by Callamont Associates and Galena Canyon LLC and are asking to change the land use through a Comprehensive Plan Amendment. The property considered for the land use change is located approximately 1.7 miles south of Mt. Rose Highway, at the terminus of Callahan Ranch Road. If approved, the proposed change would increase the number of allowable homes by approximately 66 units. This project was reviewed by the Galena-Steamboat Citizen Advisory Board (CAB) on March 10, 2005 and April 14, 2005. The item is (tentatively) scheduled to be heard by the Washoe County Planning Commission on October 4, 2005.
Additionally, Reynen and Bardis will begin restoration of the Callamont Golf Course Site shortly. In 2001, a mass-grading permit was issued by Washoe County, and a significant amount of excavation and disturbance took place on the property. The purpose of this grading was to accommodate the construction of a private golf course. On March 4, 2003, an amendment to the special use permit was granted, in part, to provide additional time for the completion of the golf course.
Washoe County has possession of a significant grading bond for restoration purposes and has the authority to call the bond at any time following the expiration of the special use permit. Therefore, the Department of Community Development required the property owner (Reynan & Bardis Communities) to submit a complete set of restoration plans and obtain approval from Washoe County Engineering, Community Development and the Design Review Committee, which has been done.
The revegetation bond held by the County is in the amount of $350,000. If the owner/developer fails to comply with any and all of the dates identified, Washoe County is committed to ?call? the bond, contract for a restoration and irrigation plan, put the restoration plan to bid, award a contract and complete the restoration of the site.
